First, look at where the petticoat appears
Stand naturally and check the front, both sides, and the back. Do this before pulling the waistband higher. The pattern of exposure is useful evidence.
If the same amount shows all the way around, the petticoat is probably too long or sitting too low. If only one side shows, the petticoat may have twisted, the waistband may be uneven, or the dress hem may not hang at the same height around the body. An even strip usually means a length mismatch

Visible petticoats can be intentional
An exposed underlayer is not automatically a mistake. Some pieces are designed with a decorative edge that becomes part of the coordinate.
